Palm trees and sandy beaches aside, Hawaii's government deserves its due. In 1998, they passed a bill to fund major telecom infrastructure upgrades. That paved the way for gobs of Pacific Rim investment. Today, Hawaii's broadband infrastructure is accessible from 70% of homes in Maui.

News Bits and Bytes: According to a recent USA Today report, 20 percent of employees acknowledged that they try to take more vacation days then they're entitled to. The number of companies with paid vacations has fallen to 91% in 2003 compared to 99 percent in 1999.
